Southern Ocean Treaty Organization

The Southern Ocean Treaty Organization or SOTO (French: Organisation du traité de l'Mare Sud (OTMS) (Kohtohkhan: Cousterfalkat Aotdo Pocordrhawa Sertai (CAPS)), was an intergovernmental military alliance based on the Southern Ocean Treaty which was signed on 8 July 1998. The SOTO headquarters were in Acline, Kcal, and the organization constituted a system of collective defence whereby its member states agree to mutual defense in response to an attack by any external party.

The first SOTO Secretary General, Lord Deck, famously stated the organization's goal was "to keep the Northern Dictatorships out, the Kazians in, and the Kcalie calm". Doubts over the strength of the relationship between the Zoidar Community (ZC) States and the Kcalie Commonwealth ebbed and flowed, along with doubts over the credibility of the SOTO defence against a prospective invasion, and disagreements about SOTO involvement in Police Actions in the north—doubts and disagreements that led to the withdrawal of all parties, thus terminating the treaty, in 2010.

SOTO has been superceded by de-facto by the defense provisions of prior agreements between KZ and Miokalia.
